Tax digests shrink for city, county

The first 2015 budget meeting for the Jones County Board of Commissioners contained no good news for county employees or taxpayers.

County Administrator Mike Underwood started the Aug. 5 meeting with an overview of the tax digest and the financial challenges facing the county for the coming budget year. Jones County’s fiscal year ends Aug. 30.

Underwood stated that, according to figures received from the tax commissioner’s office, the value of the tax digest fell to $9,633,631, or 1.375 percent, in 2014. A reduction in the value of the digest means a reduction in the value of a mill, which dropped from $700,207 in 2014 to $690,573 in 2015.

He said the reasons for the decline are not known, but he suggested changes in the conservation law and the way taxable values are computed had an impact.

For people who live in the incorporated areas of the county, the administrator had more bad news: the City of Gray’s digest decreased by 5.76 percent.

By Georgia law, cities and counties are allowed to collect the same amount of taxes as the year before and can increase the millage rate to collect those revenues without it being considered a tax increase. In the unincorporated area that rate would increase from 14.794 to 14.899, and in the city the change would be from 13.404 to 13.447.
